GeneratePasswordResetToken causing data protection operation error

    I get a data protection operation error when I try to generate an email confirmation token using the "GenerateEmailConfirmationToken" method. Most solutions I see proposed involve setting "Load User Profile" to true in IIS, but I can't find the advanced settings for the App Pool. I'm guessing they're not available. So... how the heck can I get this to work?
