set as application

I give up - i created a web application in visual studios 2008 and i connected to the server and copied the website via the instructions in the knowledge base - great - when i go to the site i get this error:

Configuration Error
Description: An error occurred during the processing of a configuration file required to service this request. Please review the specific error details below and modify your configuration file appropriately.

Parser Error Message: It is an error to use a section registered as allowDefinition='MachineToApplication' beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS.

Typically to fix this i would go to IIS7 and right mouse click the folder and mark as application - BUT that option isnt available when i right mouse click - so tell me please how to fix this cause after 3 hours of googling all ANYONE says is right mouse click it and set as application -so I cant find the solution - forgive me if this is a noob question
