It's not but you can use FTP to upload the files. You can use an FTP client like FileZilla. I should be able to do what I need through FTP. I spend half my day in a Mac environment so I don't suppose IIS Manager will work there. But FTP should be fine.
Right, if you us a Mac you won't be able to use IIS Manager but you will be able to create the web.config file with the rules you wish to use and upload that file to the root of the site account.
