Want account/public/index.html to be my home page

Because of a lot of hard coding of file paths done in application files, I want to retain the folder structure I've had for years, ie. the index.html file sits in a folder called public, which is created in the root of my hosting at Winhost.

So how do I configure through the control panel or IIS manager that someone browses for www.luresandtours.com they land on the index.html stored in /public
