this is nice if Winhost helps in learning web development. But yes it depends which languages do you wana learn for web development. In m opinion, HTML, CSS, Javascript, PHP and Ajex are more easy to learn and implement. In addition you can use some tools for designing your static website like dreamweaver etc. Hope it helps
