Sorry, what I meant to say (when I'm not tripping on air conditioning coolant, apparently) is whether you need to have a subscription to SiteLock in order to use the CDN or can you buy the CDN plan without SiteLock?

Yes. It's a little confusing on their site, but as I understand it, a lot of SiteLock services have to be attached to a SiteLock scanning plan (they are "child services," so to speak).
