Sorry, but I can't write the wp-config.php file.
You can create the wp-config.php manually and paste the following text into it.

*** Does the wordpress folder have/need read/write permissions?

Created the file manually as suggested and click 'Run Install' button.
Recieve page messge 'Already installed'

If I click 'Back to xxxx Blog', browser goes into /wordpress/ directory listing
If I clicked 'Login' button and login as admin, browser goes into wordpress/wp-admin/ directory listing.

*** Wordpress pages don't display; Appears setup incorrectly. Does anyone have a suggestion?

  3. I bet you're right

I deployed the site with VS2010 Web Deploy and WordPress with the Winhost Site App Installer. I just filed a ticket with support. (This is the second time I've been burned by Web Deploy, when will I learn )
    Thanks.
