I saw in a previous post that you need a domain to open an account. But I don't want one. I just want a static IP address to use. How come that isn't an option?

Because Winhost is a shared hosting service. If want to use a unique IP, you would need to purchase SSL, and SSL certificates are bound to a common name. We only provision unique IPs for customers that require it (i.e. require SSL) because last year, the pool of IPv4 addresses were exhausted.
